Default Running rich? Bog on quick throttle snap when in garage/neutral

The bike:

New-to-me 1999 CBR600F4. Cleaned carbs, replaced completely shot o-rings between fuel tees, synced carbs, replaced spark plugs. Oiled? K&N filter inside the airbox, Yoshi end can . . . 99.999% sure the rest of the exhaust is stock. Emissions garbage still in-tact and fully hooked up to airbox. Ram air ducts not currently installed. "Filter assembly air vent (outer)" is present, but all of the hoses up the "pipe air vents" are missing as well as the "pipe air vents." See diagram here: https://www.partsfish.com/oemparts/a...-valve-99-00-a

The old plugs were rich when I removed them. The bike starts effortlessly and the idle is absolutely rock solid. No jumping, bouncing, etc. ~1300 rpm idle. Here is the kicker.

Prior to installing the airbox I needed choke to start the bike. Obviously since there is no restriction from the air filter.

Now with the airbox fully installed and in-tact the bike wants to start without choke. If I give the bike a tiny bit of choke it stumbles and if I give it a little more than that it dies. If I snap the throttle open quickly, while the bike is in neutral, the bike bogs for a second before catching up, but smooth roll-ons seem OK. I rode the bike for 3 minutes yesterday and it was 100000000% rideable. I'm fairly savvy when it comes to bikes, but I'm never against asking for a second opinion.

I may opt to leave the bike as-is in lieu of other projects taking priority, but any advice is greatly appreciated! Is it possible my K&N filter is not restrictive enough and I'm running rich as a result?
