Yea you can, there are a lot of post on these subjects, if you do a search you should be able to find them.
as far as the stuff you can do you can just put the F4i gauges or the gauges + the upper fairing, the side fairings are the same from what Ive been able to tell and you can also convert the banana seat over to the split seat of the '01-'03 F4i's. Ive done this and its really easy ad you can do it in an afternoon.

To strictly answer your question...
NO, you can't directly install the F4i race fairings & instrument cluster on the F4.
However, you can put F4i race fairings (front cowl) & instrument cluster on the F4 -IF- you install the F4i front fairing stay. The front cowl & instrument cluster bolt directly to that front fairing stay. Note: you'll need the F4i windscreen as well. Also, air-duct covers are different (if you still want to utilize them).
As for the tail... You can just order the race tail cowl that you want. The race tail cowls typically mimic the split-seat cowl look...i.e.- single rider seat. Most race tail cowls utilize a *seat-pad* not a real seat. That may or may not be suitable for you.
The other option for the tail if you want the actual split-seat setup... Do the split-seat conversion. My split-seat tutorial is in my photo-gallery. To do this, you'd need; 01-03 split-seat subframe, battery-tray, tail light, tail cowl, front & rear seats, necessary hardware (most reused from F4). Once you've done this conversion for street, you can easily swap out the street plastic for race plastic.
