F4 down on power until 6000 rpm

F4 down on power until 6000 rpm
A mate just bought a 2000 CBR600 F4 with 24,000 miles on it at the weekend.
I took it for a test spin, and it seemed to be a little down on power in all the gears until it reached 6000 rpm.
Any idea what the problem might be, or what we should do to fix it please?
Its a totally standard bike with the exception of a sports exhaust only.

It might need a jetkit in the carbs to smooth out the power band. Or his carbs need cleaning and syncing. Also check the inside of the fuel tank for blockage. You can try to run some motorcycle sea foam through it for 100 miles and see if that cleans it out.

down on power?? could you shed some more light on it? only thing off the top of my head is
1. new fuel fliter
2. check the peacock
3. change the air filter
4. change the other air fliters\
5.check spark plugs..
The question you need to ask your self what does a motor need to be the best it can be... Fuel, Air, Spark.... so with that said that's a few things to start your search. Carbs may need to be cleaned and tuned or the air fuel mix adjusted if your carbs have been modd. make sure your air tubes aren't clogged would be another one..... no kink in the fuel lines... etc etc check that stuff out.. O when I mean about other air filters are are two more inside the air box... Also is it CA emissions or reg f4? because that kills the power as well.
