Choke
It looks to me like you are missing the cap-screws that hold the choke-plate down.
Without those holding the plate (through the ovals), it tends to bind, instead
of sliding like it's supposed to do. They are basically a washer-headed screw.

this one is actually the other one i got from the guy as how should i say a spare lol, but i found the problem, this throttle bodies whole choke plate was frozen, and wouldnt move, so i looked at the new one and found out i need a choke lever bc if u try and use ur fingers it doesnt like to move at all, im also thinking i could use some PB blaster, or wd-40 to loosen it up to where the choke plate will move alot smoother.......
but what year of choke lever can i get for the F4?? im not finding any for the 99 f4, but finding them for the f1,f2, and f3.... even the 87 model cbr600 hurricane

if you need just the lever, try ronayers or service honda to see if they sell them seperate.. if you want used, you will probably have to buy a whole left hand control (directionals and high beams)
