Default Air Filter Housing - Filter

Hi all - Just put a new air filter in my F4Y - Whilst i was doing that (1st time in there) i noticed 2 chambers on the bottom of the housing with 2 screw in each and abot of plastic sticking up from a hole, looked in and there were old bits of leaves and stuff in there, so i unscrewed them to clean them out. Under the cover there is a gasket then near the bottom some foam pieces. These foam bits were perished and just turned to mush (prolly original 20y old ones). So Im going to order some but was just wondering what that whole chamber/filter thing is for? The part is called Air Filter Housing - Filter, and i found some here >> https://www.partzilla.com/product/honda/17226-MBW-000 <<.

Really wanted to know if it is safe to run bike abit without them? or can i make my own out of some sponge stuff.

Cheers

I also found the rotten foam in the bottom of my air cleaner, the filters are NLA, so I got some generic filter material, from my local bike shop, and cut to fit.
