The function they serve is to provide stability to the lower portion of the upper cowling, provide an attachment place for the front turn signals (you may have removed them or replaced with flush mounts). They also help direct the airflow into the radiator which helps with cooling. Lastly it cleans up the appearance of that area, by hiding wires and screws that you normally wouldn't see. When I picked up my Red 98 F3 last year in Syracuse, NY, both of mine were broken pretty bad. I replaced them both. There are screws as well as a couple of plastic push pin type of holders that you'll need. If your bike doesn't have this part installed, I'd consult a parts manual for the hardware you'll need in order to install it. You could also inquire from the seller if that hardware is included with it.
