Get your carbs checked. Check your air filter. Make sure its not oil you get on them.

Oil fouled or gas fouled?

If you can get a clear picture of the individual plugs and post it, we could tell ya right away.

If it's "more oil than gas," you might be running a little lean on fuel. I had a ZX6 with a bad vacuum valve on the #3 carb which caused it to oil foul plugs. Because the valve didn't open, fuel was leaner on that cylinder which meant I was burning oil more than gas, creating the residue that fouled the plug.

Carbs or EFI?

Carbs. The plugs were blackish looking.

I'd say pull off the carbs and clean them. If it has never been done, they might be all gummed up in the jets making them run lean. Clean the carbs, change the plugs...and check the air filter for blockage...fuel filter too. Before you re-assemble, check the spark and see if it looks strong. If it's strong, ignition is good which would make me lean more toward a fuel issue. Put it all back together and see what happens to the plugs after some mileage.
