Rejetted - Needs lots of throttle to start - is that normal?

Bike has a Yoshi exhaust (don't know if it's a slip on or system, sorry) and a K&N panel filter. The mechanic took the jet sizes up 3-4 sizes or so. Anyway, it won't start if I just press the starter, it just cranks. I have to hold the throttle back, just a tiny amount, and it starts right up. This is the way it is at operating temp or cold, if it's been sitting for 10 minutes or 10 hours.
Is this normal, or is there something else I need to be checking in to? I should also mention that the choke is very finicky, if I put it on more than about 2/3 it dies right out. So - reason for concern, or totally normal?
