To do it effectively and easily you need a tool similar to this one from Carbtune. It doesn't have to be this one, but something like this is an easy one to use. If you're cleaning the carbs and it's your first time, don't take the carburetors apart from each other. Leave them attached to the rail as a set. You can do everything you need to without taking them off the rail.
To synchronize the carb you have to attach hoses to the vaccum ports on the intakes for the cylinders. They're tough to get to when the bike is all back to gether. But with the carbs off, it's real easy. On my bikes, while I have the carbs off, I attach 12" hose extensions onto the ports so that whenever I need to sync them I just attach to the extended hoses.
I just leave the extended hoses plugged with screws. Normally the vaccum ports are plugged with a screw that you remove and then attach an adapter that comes with many of the tools. The #1 cylinder has a little tube on it from Honda and it's readily visible. I just ordered 3 more from Honda and installed them on the rest of the cylinders, then attache the hoses to them. The red circles are where the ports attach to the intake ports and the big red circle is showing the ends capped off with screws until the next time I have to sync.
