The closest pipe to that aria I can think of is the breather pipe for the fuel pump (which is very thin like a vacume pipe) but it doesn’t come back that far and it shouldn’t be leaking any liquid.
The best is to post a pic so we can see.
I suspect that somebody was probably rooting back one of your over flow or breather pipes.
The tank has a overflow pipe that comes to the lid and if you poor water over the closed lid it will come out at that pipe. The same will happen if you overfill the tank.
Check what size and shape the pipe is. That could give a hint.

Like I said it’s very easy to test. Just poor some water over the lid of the tank while it’s closed. What happens is that the water leaks thru the little gap around the cap and runs out the overflow pipe. Don’t worry it won’t leak into your fuel cause there’s a seal there.
If this is the overflow pipe it should be routed to the bottom of the bike and not to the tail.

If that is the overflow pipe, personally I'd move it cause you don't want to get fuel on your rear tyre while driving
Oh, and I forgot to mention that if you open the lid you can see the little whole connected to the pype. You could just squart water down there.
