I had to replace a lock set (ignition, gas cap and helmet) a few years ago on a 97 F3. I don't recall the gas cap lock being able to be taken apart. I thought it was riveted together. I could be wrong though as it was some time ago.

I just went thru the same thing,I bought a tank with gas cap encluded..but no key.Pain in the ***.If you have the key.take the allen screws off on the outside ring, then use the key to open and remove it.If you don,t have the key...you can take your serial number from the bike to a honda dealer and you should be able to get the key.I tried once to just insert screw driver and turn to unlock it.I dont know why but..you would think that gas was 1.000 dollars a gallon.I was about a half an hour removing the lock from the gas cap{without damaging the tank}I'll still be buying a new cap..But I got her off though,It was tough a sucker! Good luck.

Once the caps are removed from the tank, they can be disassembled. You'll pretty much tear the seal in it though. I had a cap that was damaged and I took it apart for $hits and giggles. You can take a flat head and separate the top half from the bottom half. Be careful of the tumblers though, they will fall out and are REALLY easy to lose. I think there was a small spring in there too that you'll need to be careful of.
