RE: front forks for a 95 f3
the f2's won't work because they have the speedo sensor in the front wheel as well as non floating front rotors. The F4' use a different size front axle, so to answer you question no your stuck with f3 forks unless you do a complete front end conversion. Unfortunately the F3 forks are being bought up for the SV650 racers because they mode them and they work great for their race bikes.

If you google "fork straightening" you'll get some hits. Many of those guys do rotors too..its probably just the aluminum center carrier thats bent. I've had fork tubes straightened and it was impressive. It might be cheaper than rolling the dice on used parts.
I know the SV650 guys buy the F3 rear wheels....clean front wheels and rotors are always in demand, regardless of bike.
F4/F4i forks are a larger tube diameter...a complete front end swap is doable though....the triple clamp bolts right in...you need to modify the steering stops. F2 forksare the same size...but only a damping rod design.
Rotors...F3 rotors are common with a few other honda's...VTR1000 (Superhawk), VFR in some years, F4 (NOT F4i), 93-97 CBR900RR...thats according to EBC's spec page.
According to All ***** wheel bearing kits:
F2/3/4 have the same front wheel bearing...I know F4i is the same size axle, but the bearing is unique. The samewheel bearing kit is also used on VTR1000, CBR1100XX, and VFR750.
Good luck
