Fork Oil Level
Is the fork oil measured with the spring out of the tube with the tube compressed?
The factory manual states, "Compress the fork leg and damper rod fully", it makes no mention of the spring.

Do it without the spring installed. In the next few lines in the manual, it says to install the spring. This would indicate that the previous steps were performed without the spring installed.
