f3 stuttering 4k rpm and choke not working

i'm having issues with my (first and new to me) bike. firstly the choke doesn't raise the rpms until the last maybe 1/4 of an inch and when the bike is cold it will raise idle by 500 rpm, did some looking and it seems i either need to try and lube the cable or get a new cable, just figured id mention the issue in the odd chance they are connected. so i have to start it by giving a little throttle and warm it up by holding the throttle open a bit.

main issue is the bike stutters exactly at 4k rpm for maybe 2 seconds then passes it and runs really good. it will do this as long as its in gear, so any amount of throttle.
also seems to run/idle/accelerate >4000 and <4000 normally (although this is my first bike, ive tried to compare with videos, i could be wrong). during the couple seconds it stutters it doesn't even seem to lose power just kind of holds rpm, then will break out of it.

i have read alot of threads on f3 stuttering but the story never lines up with mine.
note - just bought the bike and the stuttering didn't happen on the test drive, i live in iowa its still colder 40-50 degrees, 91 fuel a week old, and bike was just taken out of storage 2 weeks ago

Hi , yes I would take a look at the choke cable adjustment and and the choke enrichment valve operation , just to make sure their opening all the way with your adjustment, maybe even a carb clean

i just tried using seafoam for the first time because i wont have time to do a carb clean for awhile, the seafoam seemed to have bought me some time, it still gets hung up 1 out of 10 times, but i havent gone through the all of the sea foam yet either.
