Default Emissions Question

Ok got a cali model 97 f3. Wondering what I should do with these vacuum lines since I removed the emissions stuff.

1st one is on the "T" fitting where the four 'breather' tubes connect from each carb to one line down to the PCV valve and EVAP cannister. Should I cap this off? (No.5 TUBE)

This one comes out of bottom of 2nd carb i think. To the PCV valve too. (No.11 TUBE) Plug it??

And the fuel tank ports underneath. Do i leave those open or can I just plug them? I imagine the tank needs to "breathe" a bit. Actually what I did was I connected the No.11 tube from the above diagram, the line that comes off the 3rd carb, to the No.10 tube on this diagram. The fuel tank vent. Cuz that line actually has a slight suction to it. Think thats best? Wouldnt it suck fumes in to be burned? Just like the purpose of the evap cannister.
And I imagine I should leave the drain tube (No.9) unplugged. Is that all it is? to drain fuel somehow? Or is it just a vent? Cuz Ive tipped and turned over and sloshed the gas in tank all around before when I had it off and none ever came out...
