do the headers and exhaust need to be on the motor for it to start up?

UMMM. NO. But do you want to go deaf? Not to mention that you could damage your motor because of lack of back pressure because you dont have the full system on. Just a thought but, NOT A GOOD IDEA.

If you had the header pipe on I would do it for a second but not take it down the road... lol without both.... I guess you can but not saying it wont hurt anything.
