My first question would be is the throttle moving freely? Does it stop moving when the RPM's stop, or does it keep moving? If it keeps moving, does it sound like it's cutting out when you keep turning it back or does it do nothing?

Have you checked the inside of the tank for rust? Was it sitting inside or outside, and where at, like what state?

I'd take the tank off first, make sure the tank isn't rusting and while you're at ut, remove the pet **** and remove the inline fuel screen and check for debris, rust, etc. Clean the air filter out while you're there (prolly just get a K&N while you're at it if it doesn't already have one), also change the plugs and then if none of that works or helps, you probably need the carbs synched. If you're gonna do that, you might as well check the valves while you're in there.

This would be a good time to do most repairs replacements if you're pulling the carbs off. How many miles on the bike?

EDIT: The good new is, you do this work and you will have yourself a sweet running bike (assuming the frame is straight

REPLACE the AIR FILTER! I'm sure it's clogged.

sounds good... guess ill need to get everything strighted out... but i got til march to do it all... how much u think it would cost to get the carbs synched... cuz ive never been good with carbs [:'(]

im sure it has sit out side for a while of its life but since hes had it its been in his garage... im in ky.. i cant see no rust in the tank when i open it n look in it lol... so does the lil screen close to the petcock play as a fuel filter like a car?

Yeah, it's the filter basically.

I'm not sure about the synching costs. I have a buddy that made his own synch setup and works well. I'll see if he'll register here if no one else has any suggestions.

Surely someone here knows about it.
