dies right away when starting on choke

im hoping this is an easy fix, maybe somthing to do with an idle adjustment or a crappy fuel filter (which i am going to replace this weekend)
when i start my 98 f3 on choke it will fire right up, rev to 1000, then die. the whole process takes about a second. however, if i start the bike on choke and give it a little gas it will fire right up and stay on, revving higher and higher till it reaches its choked idle at around 3000.
the bike will not start without choke, even if warmed up. i recently have had the plugs and air filter replaced as well as had the carbs rejetted.
any thoughts?
