Ok before I do thag..I had someone just tell me that the choke and and choke slide. .that the cable goes to..doesn't actually lift the carb slides..that they open when you hive throttle via vacuum..and that the choke slide just let's in or blocks a little fuel...is how the choke works...

The throttle cable operates the butterfly plates that you can see when you peer into the carb, ( just twist the grip and look inside as you do it) the choke cable operates the SE Valves for cold start ,that is the four small pistons that attach to the choke slide and operated by the choke cable, have you got a workshop manual

And Happy Birthday

OK, now I think I know what you mean by fins. Are you talking about the flat black plastic things in the carb that you can push up with your finger and they make sort of a sucking sound?
Those have nothing to do with the choke.
The only part of the choke or fuel enrichment circuit is that #12 part on the link I provided. When you push the choke lever forward it should activate the slider which pulls those 4 needle vales out about 1/4th inch. While they are out it allows more fuel to flow into the carbs.
Make sense?

No worries. CaBaRet is spot on with his advice on removing them. Be careful as that nut is plastic like he said.

That is a whole other kettle of fish. It could be the cable is sticky, there is something going on with the throttle at the bar, the cables need adjusting or the carbs or gunked up.
the 1st step I would try is to manually move the throttle at the carbs and take a look at the throttle bodies. How do they look?
After that, on the carb end, do the cables look tight? There are 2.
