Choke help
My buddy has a 98 cbr f3..when the choke lever is pushed up..the fins in the carb are almost completely closed..when the choke lever is pulled down..the fins do not move...the cable is attached to slider and I can see it move a little but it doesn't seem to be sliding enough to open the choke fins. ..any suggestions on what might be causing this?
Not exactly sure what you mean by the fins. Are you speaking of the butterfly valve that is in the throat of each carb? If so, they aren't affected by the choke lever.
There are four arms on the slider. Each of these arms should be connected to the head of a needle valve. When you push the choke lever up, the slider should move the needle valves about a 1/4th of an inch or so. If that isn't happening, check the clamp on the side of the carb rail that holds the cable in place. If it isn't tight, the whole choke cable will move when you manipulate the lever, not just the inner cable.

Yes the lever was kind of loose..but shouldn't those inner sides ( not the flaps for the throttle ) shouldn't the inner fins on the needle go up..or do they always stay 1\4 of the way down? They will not move at all unless I stick a flathead in there an push them up

Yes, you should be able to manually push the slider. If the bike sat through the winter without starting and had fuel in it, everything is probably gummed up.

Ok I'm goin to detach the cable from the carb..and it should slide..opening the slides..correct? If not the #12 part could be stuck? Maybe some wd40?
And he ran the bike all the way out of gas..so ithe carbs probably do need cleaned out as well

Yep, the cable should move freely as you move the choke lever. If you remove it from the carbs there should be next to zero resistance.
If the #12 part is stuck, it is because fuel has set up. If that's the case a carb cleaning will be in order. WD-40 won't help any.

Ok so once I Un hook cable from the connector on the carb..I should be able too manual open them..and with no tension they will close all the way? Ok thanks for ur help..probably gotta clean carbs lol
once removed, the cable itself won't have any tension on it.
the 4 individual need valves will as they have that spring. but it should be a smooth tension and they should snap back when you let go.
