CBR600F3 not starting.

CBR600F3 not starting.
Inherited a 1998 CBR600F3 but have starting problems. The only thing that works is the starter.
switch on, kill switch on, starter cranks but nothing.
Cleaned tank, new fuel filter and pump still nothing. Pump not running. Bypassed pump and filled float chambers, still no start. Think I have more than one problem.
There seems to be three items on frame, one looks like a relay, one is the ECU and one looks like a coil module. Where do I start?

Remember, there are 3 things required for fire: fuel, oxygen and spark.
Remember to have the bike in neutral and have the side stand up, (if equipped). I see you are EU based so I'm not positive how the center stand works.
Take the airbox off and while attempting to start the bike, spray starting fluid or some other non-corrosive combustible aerosol into the throat of the carbs.
Does the engine attempt to fire?
Yes - for the moment, assume at least one of the coils are working. Also, if yes, then you can assume you have an issue in the fuel delivery system.
No - it's time to check for spark.
For the time being, don't worry about the fuel pump. By design, the f3 fuel pump doesn't kick on until the bike is running. However, to test it, on page 18-16 of the manual, it shows how to test. It's super easy and only requires a small conductor. Basically, this test tricks the fuel pump into thinking the engine is running. By falling the steps, you at least see if it's trying to work. You can even measure the output volume to see if it's putting out the proper amount.
