The are three things needed for fort the bike to fire: fuel, spark and air.
You can probably rule out air being the issue, especially if you have removed the air box for troubleshooting.
If you ground each of the spark plugs against the frame one at time and hit the start button, you should see spark. If not, that’s where you start looking.
if you spray starting fluid into the carb throat and it fires, then the issue is fuel related.
I know that all sounds simplistic but that really is how to start narrowing down things.
What is the bike’s history? Have you ever seen it run?
I will tell you that the carbs are the culprit many times. Cleaning them isn’t especially difficult but it does take a good amount of time and patience. The term “good enough” isn’t applicable when it comes to cleaning these things.
