Blowin a fuse while off...

Hey guys, I just bought a '98 CBR 600 that isn't running, but is in good condition otherwise. I charged the battery up and went to turn it over, and it turned over fine for a few seconds and gave a slight hiccup, but when I stopped to try again, I noticed all the gage lights were off and it wouldn't turn over. I checked the main 30A fuse, and it was blown. When I went to put a new one in, it blew right away, even though the bike was off and the key was in my hand... any suggestions? Is it an obvious bad part or just a crossed wire? Thanks guys, and I can't wait to start riding it!

I'm thinking it might be the reg/rectifier also. It's blowing the fuse even with the bike off, which makes me think it's either the wire that goes from the fuse to the ignition switch, or it's the reg/rectifier. The reg/rectifier looks like it's always connected to the battery, even with all the switches off. Is there a way to test the unit? Thanks.

Can someone who has a working one check their reg/rectifier for me? I'm checking for continuity between the hot (red/white) and ground on the reg/rectifier unit itself. I don't think there should be continuity, but it says there is. Thanks guys. Other than that, I gotta do the carbs and then get a new front wheel. I can't wait!

I already have that manual and it didn't help, but a guy I work with has the same bike and I checked his. Afterwards I realized it made sense that there shouldn't be continuity, since those terminals charge the battery (with the battery hooked up it should register the voltage on the connector). I'm getting a new reg/rectifier and battery, and will hopefully get it running this weekend.
