Regular old Brakleen will dissolve rattle can paint without hurting the plastic. I'd try that with a plastic scraper, then follow it with scotchbrite soaked with brakleen. We used scotchbrite with a solvent to get the sticker glue off my fairings. We didn't even have to primer the rear fairings. They turned out pretty good.
