Need help with a rebuild, everyone feel free to chime in

I'm rebuilding an F2 and the previous owner had taken most of the engine apart in order to swap the gears. I think he quit when he realized that you had to split the case in order to change them, so now I'm rebuilding it. I've got most everything finished, but I can't for the life of me figure out why the hell the clutch lever does not work. It pulls fine, and I know I assembled the clutch basket and plates correctly, but it doesn't want to return at all. No pull back on it when you pull it in.
Does anyone have any ideas? I'm actually not really sure how the clutch lever works considering it's just attached to the rotating tube inside the clutch area.

make sure the dowel that engages the clutch isnt upside down, and that you have the arm (on the cluch cover) going the right direction. if you take the cover off the dowel should sit in a seat that when you pull the clutch lever moving that arm pushes it up.
after reading that i realized how confusing it sounds. but if you remove the dowel you'll see another dowel thats connected to that arm with the spring on the outside of the clutch cover. there should be a seat in that dowel thats connect to the arm, and thats where the other dowel sits.
