Default "dogbone" lowering

i bought this bike with the dogbone already had been put on, does this cause premature wear on the shock? the bike has 8,000 on it and the shock does not return up after i sit on it w/out my help or leaning it over on the stand. whether i have it adjusted as stiff or as soft as it can go it still seems worn out. also i cannot stop the chain from tapping the swingarm does the lowering cause this, or anything else to do with the shock? can they recharge the shock at the shop? can it be done at home w/proper tools?

The lowering "dogbone" really has nothing to do with the shock wear...All this is doing is bringing the frame down closer to the wheels by means of the longer link. The damper may have "leaked" at some point and needs to be replaced/repaired.
