Default turbo blue in 89 cane

Would there be a noticable difference in power if I filled mybike with turbo blue racing fuel? Would it hurt anything?

would be a waste of money as the bike isnt tuned to run it.

You could probably run up to 100 octane in race fuel with a minor lift in power(like VP or Sunoco unleaded), IF everything is in perfect order. Anything over 100octane and yes you need to tune it to match. Besides c16 is a lot funner of a fuel when tuned! Racing fuels don't just have higher octane numbers they also have better mixes, more power for the mix of fuel, if you can afford to run them and get the carbs tuned to match.
