Stuck Float

How common is it for a float to get stuck and more importantly once that happens, will it continue to happen?

Common with poorly maintained carbs, and yes it will continue to happen, could also simply be out of a adjustment, or a poor needle valve/seat. Start by Clean your carbs and set the float height to proper spec.
