Pilot screw problem

So I have been having issues with getting my carb jetting correct, and it was suggested that I check the pilot screw and set it 2 1/2 turns out (88 hurricane) according to dynojet. Well on the first carb I turned the screw down but it never seated or gave any resistance. When I tried to turn it out the screw turned but didn't move out of the carb housing. I thought I had been as gentle as possible since I had read that it can be damaged by over tightening.
So, I tried the next carb same issue. The next seated but I figured that the first 2 are shot and need to be replaced. The service manual says if you replace one to replae them all.
Questions Do I have to replace them and if so how do I replace the screws?

unscrew them and replace them with a new one. however if youre turning them fully to the right and they wont seat you may have bigger issues.......also you did remove the covers for the screws right? the covers look like a flat blade screw head, and the screws themselves look like a phillips.

Problem solved but with some issues. The caps had basically glued themselves to the screw so what I thought I was turning was just the cap. That being said I had to butcher them to get them off. all screw now turned out 2.5 times and the bike at least doesn't run any worse than it did.
