I appreciate all the comments and recomendations. Will check it out once I get the shock. I really need to decide which bike it will go on...all but one could use a new rear shock.

It should turn fairly easily.. it has distinct notches when it turns and clicks in, but doesn't take much effort on mine. If it won't turn in either direction I would think something might be wrong with it.

Mine doesnt take much effort either. Even before I had it rebuilt. If it wont budge at all maybe someone over tightened it at the end of the adjustment, which I believe is NOT a good thing. Also I got 3 Honda CBR's, a 94 F2 track only, a 06 600rr (in process of being a crashed rebuild for track only), and the 08 1000rr that I bought brand new thats street only (so far), I dont ride the street bike much, most of my riding is on my favorite, the old 94.

To be honest the guy who I bought them from just said he 'thought' it was a Fox. but it looks remarkably close to the twin clicker. Can you verify that I do indeed have a fox?

Looks like it to me.
Another one:

As much of a pita it is, you may have to remove the shock.

That looks exactly like mine.. It should turn freely installed on the bike, I think something is either broken or bound up internally with that rebound adjuster. I don't know exactly how that shock comes apart, but it probably needs a rebuild to fix it. If it's stuck in max adjustment on either end it will not handle nearly as well (in my opinion) than if you were able to adjust it. I think the range is something like 15-20 clicks.
