I found out it was the slow jet. I pushed speaker wire through it and it cleaned out. I used speaker wire on other parts after hearing people cleaning out passages with guitar string. I just didn't know how small the passage was.

It still won't go over 8k unless you just rev it in neutral.
The rpms hop a little while maintaining the throttle.

 

I always clean the jets and small passages with compressed air after using carb cleaner on them. The wire trick works too, but you just have to be careful because you can damage the jets with any hard object like a piece of wire. Glad to hear you figured it out.

I hate to say this, but you might have to take the carbs apart one more time and blow everything out and make sure there are not any more blockages somewhere. Make sure to sync the carbs as well and see how she runs after that..
