Default 2006 CBR1000rr new owner

I just obtained a 06 1000rr, it has two brothers exhaust full from the engine back not just a tip, two brothers cams, and power commander.

I've ridden for years, and owned bikes, but this is my first supersport.

There are a couple things I would really appreciate some help with.

I tried asking the local Honda shop for help but since its spring and they are down mechanics, they are really far behind and didn't have time to help me and cant service my bike like I want to for 2 months or more! So any advice, knowledge, and answer that are real and accurate would be greatly appreciated. Also, I didn't get the owners manual for the bike with it. The online versions I find do not provide diagrams or photos that help me find the answers to my questions.

First, in front of my bikes radiator, there is a vacuum unit that doesn't have a hose connected to the male piece, and I just found a hose that has a screw in one end and just hanging. Does anyone know what function exactly the vacuum unit that is located in front of the radiator near the top does? And if its ok for that hose to be connected?

Second, the fuel shut off, or I believe its the fuel shut off, its a cable with a **** on the end of it that you can turn, does that just open and close the fuel line or does it also give access to the reserve tank as well? What are the settings for this ****? like if I turn clockwise will it stop turning and that means its on, and then turn counter clockwise till it stops turning for reserve tank or does that completely shut it off?

third, I am only getting 26 mpg with this bike, is that accurate or normal for a 2006 1000rr? I though sport bikes got in the 30s to 50s or even 60s?
