What is the point of the wire circlips arond the tops of the front shocks just above where the handle bars connect?

 

In case the handlebar was loose it prevents it from coming off. If you tighten your bars you don't need it. If you leave them loose, you'll be glad you have it. If you find you need it, you should probably stay away from the tools.
