Where does this go?
OK, now we are getting somewhere. You will need to push a wire into the breather to clear it. Maybe put a hose on it and blow air in to clear it. The only problem is that maybe a mud wasp plugged it and you will be blowing crap into the tank. You need to clear it or run with the cap open. Air needs to get in.
The breather is just a breather. The hose is not important. The hose just comes off the nipple and goes down and ends.
The breather is made by drilling a hole in the tank, inserting the metal tube into the tank and then welding around the tube sealing the tank/tube interface. The nipple is actually the end of the metal tube that is sticking out of the tank. The tube runs up inside the tank and is above the fuel level. You need to make sure that tube is clear or fuel will not flow.
It may be best to try and keep the tank as far down as possible and wiggle a wire up in the tube. That way the crap that is plugging it will hopefully drop out and not end up in the tank. I would only blow air in the last resort situation.

Ok, Ive been shoving wire up the small hole trying to break through.
I think the "PO" sealed the tank with something weird and now the air passage is plugged.
This is a look inside the tank. There is a little gas in there but, the yellow parts you see are kinda thick.

Buy a couple of quarts of kerosene, pour in and swish around and then drain out. that will clean your tank without blowing yourself up. let it air out to dry. Use an air-hose blower and a piece of tubing to get a good seal to blow the vent clear. DO NOT have the tank cap closed when you blow air into a tank (you will ballon it, if it's sealed). When you get the tube cleared, rinse the tank again with your (paint-strainer-ed) kerosene. and you'll (hopefully)be good to go.

flatten the tip of the wire into flat shape and attach to a drill at low speed
gently does it .....it should get through the sealant
coat hanger wire might do better ......
all else fails drill a 1/8 th hole in the gas fill tube at 3 oclock just below where
the gas cap seal hits the filler tube neck very seldom gas will ever be that
high anyhow and at 3 oclock on the side only a tiny drop might ever splash out

Ok, I tried the drill trick but broke the wire dangerously close to not being able to fish it out with pliers.
My neighbor brought over some muriatic acid. He shot maybe a table spoon down the tube but its not working either.
I put the compressed air back on it... still holding 280psi. Damn
Suggestions are welcome.
