It may be a system similar to what I have seen before. It basically controlls the float level allowing you to change the mixture of the entire rev range at once. The one I saw had 4 lines hookes up the the venturi's going into and adjustable valve.

They look like float bowl overflow tubes. If they are, then usually they are open to the athmosphere and dump out near the battery acid overflow tube. If the bike is running properly there shouldn't be fuel in them. If there is, it means a stuck float.
If they aren't overflow tubes, I don't know what they are...

There is an interesting article on http://www.thunderproducts.com/dial_a_jet_techpaper.htmthat fullyexplains how it works. The float level is automatically adjusted to the perfect A/F ratio for all situations. This is basicallyachievedby feeding acoustic pulses from the sensor to the float chamber[X(]

WOW, those things look cool. I could have used them on a CB350 that I had years ago. It was punched out to the max with a Yoshi cam and Hooker pipe. It had much more power that factory and even spun the barnett clutch. The only proublem was the jetting. I could never get it right. Those older CV carbs were a bitch. I sold the engine to a friend who raced bkes and did quite well on the ice with it.
