Well, first you need a turbo...a small diesel application would work. The turbo needs a pressurized oil supply and a very free flowing return line.

Next you need to plumb the exhaust to it and plumb the intake tract to the intake on the engine. There will just be extensive bent pipe cutting and welding.

From there you need a blow off valve on the intake side for those shifts and you need an adjustable wastegate on the exhaust side to control boost.

You can probably get a single (bigger of course) carb for the fueling. You will need to tune it (install a cheap A/F gauge) and run octane booster.

You can probably do it for under $500 (used turbo, used parts) if you do ALL the work.

Installing a "low budget/medium power" turbo installation is no magic task, as WhiteHawk also wrote. To get about 40% extra power you dont even have to do anything to the base engine.
BUT... I would not use carbs for a turbo installation. Why not take a look at fuel injection like MegaSquirt?
The cost will be a little higher, but still a lot cheaper then the very expensive turbo kits that is sold to other bikes.
Also there are some ignition "timers" that should be used to alter the ingnition during pressure.

Before you up the power to much on a cbr i think you should up the brakes. 230kg+ rider takes a lot to stop

But geez it would be fun to build a Turbo CBR as a sleeper that looks normal but blasts anything away.
