+ 1 as above, i usually tighten the nut down tight but not too tight too make sure the bearings and seats have tightend down then loosen the nut off and tighten it whilst checking the free movement of the steering, if you want to set it up using the torque setting if you use a c-spanner a 1ft piece of pipe with a hole drilled in the end, slide it up to the neck of the spanner and use a set of fishing scales to measure the foot/lbs but make sure you tighten the nut then slacken it first to ensure everything settles
