How's your air cleaner. If it's clogged that can rob you of power, especially, I think, at higher altitudes. What is the altitude where you're at?
Oops. Didn't see your statement about the air filter. Never mind.

I dont know alot about the cbrs yet, but in my experience with bikes what you are describing sounds like the main jets are too small/clogged...like above...it depends on your altitude, but if you are losing power at the top then its generally from being starved for fuel or air...seeing as your air cleaner is new...I wouldnt think that....but it could also be a timing issue or valve float, but I dont know if those are normal in a cbr...Im used to older points bikes where this can be an issue with the timing advance unit...did you recently rejet the carbs? or change your exhaust?

If she's a bog-standard California................
There are restrictors (like ridges) built into your carb rubber intake boots.
This chops around 25HP off the performance.
Grind them off, or buy a new set from www.mrcycles.com
I have a California too........
There's also miles of emission control cr..p (pipes and such) all over the engine.
Get rid of that, too.
There isn't a TL1000 that can live with me, and the Beemer's not even a contest.........maybe a 1200RS on top end can hang in there - had one with me at 265KPH at sea level on a road not yet open to traffic (well that's my story)
Mine's a 90 model and has 48000 miles on the clock.

They come standard with a paper element filter, but I have a K&N in mine....
I think the foam type may be a part of the problem too, Steve.That, and the oil
Mine revs clean to 10500 in every gear..........
5000 Feet altitude will rob some power too, around 5-7% compared to sea level.
