'88 high idle after carb cleaning
I have a '88 Hurricane which was sitting for 26 years. The fuel had turned to glue and messed up the tank, the filter, the pump, and the carbs. I have cleaned all of those components. I took the carbs out and cleaned the pilot and main jets with carb cleaner and compressed air. I did not mess with any of the settings. After reassembly, the bike, which previously barely ran, now runs with idle of 3000 rpm. When I had the carbs apart for cleaning, I did notice that the butterfly valves of two of the four carbs were not completely closed. The idle adjustment **** is in the fully disengaged position. The throttle cables are nearly slack when at rest. I have not touched the mixture set screws on the carbs. The diaphragm-needle assembly did have that whoosh sound and snapped back into place decently.
What sort of troubleshooting should I be looking at in case of a high idle?

It'a a pity that you did not try to do a rough throttle sync when you had the carbs off!
When you have them on the bench you can easily fiddle with them to get them reasonably close to being synchronised. Then you do the final fine tuning adjustments with a vacuum gauge, when the carbs are back on the bike.

Thank you all for the great advice!
Update: I did a bench sync of the four butterfly valves. It was a bit tricky because the adjustment screws would not go down far enough, so i bent the assembly a little to make the screw be 'longer', and it worked. Other option would have been to get new longer screws. I also cleaned the screens on the float valves, which were relatively clean.
The engine runs very well now at 1000 RPM. I increased the idle with the adjuster **** to 1100 RPM. Beautiful.
A few other things to deal with - I will replace all the coolant hoses (one had a small crack) and the clamps. Bought a new set of black fairings for the bike (original was silver, but was damaged).
One of the two bolts that hold the fuel tank to the upper frame is stripped. Well, the nut is stripped, not the bolt. Does anyone have any advice on how to deal with that?

Those bolts at the front of the fuel tank are susceptible to thread damage. You need to force the tank forward as you're fitting them, to get them at the correct angle to engage the thread of the nuts.
Thank you very much for your advice.
I have another question: What size of bolts do I need to attach the center kick stand to the bike? I bought a used center stand on ebay, but no bolts.
We are changing the tires, the brake pads, and the fairing (got from ebay China).

Thanks for that parts manual!! very helpful.
I am still having a bit of trouble with installing the center stand. Where does the spring attach to the bike? If anyone has a photo of how it goes, please share.
We used the center stand to change the tire on the rear and change the read brake pads today. Will do the front tire and front pads next weekend. Still to do is change all the coolant hoses and install new fairing. Bought custom fairing on fleabay from china - included decals.
