I eliminated the safety switches as the starter is disabled if one of them is made. Correct?

i dont have a neutral light but do when i pull in clutch. If it was a faulty switch i wouldn't get a hit and miss spark correct?

This is all part of the safety switch circuit to avoid tapping the starter with the bike in gear. Logic on the clutch would be with the clutch handle pulled, the transmission is separated from the engine and is now safe to start without jumping off the kick stand.
Have you tried jumping the bike off a car battery yet or replacing the battery with a known good one? I think this is still suspect even with your measured voltage during cranking. I'll have to get the wire diagram to get some more specific points to look at.

Figured it out my neutral and oil wires had wiggled out of the connector. Thanks for the help everybody!

Your right. I was thinking about how the side stand switch kills the spark when you put it down.

Sounds like he's got her running. Must be the current has to pass through the neutral light.

ok though i fixed the issue but................... I get spark every now and then. ordered pulse generator. could it be my CDI box?

^ You may have to go the old school method of shaking wire when it is running to find a frayed wire or ground.

I would think the CDI is either working or not.

I did have a problem with my bike when I first got it. The CDI would unplug while ridding until I Ty-wraped it.

Intermittent spark can still be a connection/ground issue, but can't rule out a component. IF you can repeat the failure with regularity, we may be able to troubleshoot, if not and it's totally random, you will just have to throw parts at it.
Once more check and insure connectors and grounds are clean and sound.
Look to the wire print and see where the CDI box gets power, monitor it with a voltmeter/test light-does it go away when the spark does? Does the CDI have a dedicated ground connection to the chassis? Clean and tight?

got her running only too mess something else up. started up was idling and i reved it up, little did i know the start button was stuck so the started clutch was engaged. When i rolled in the throttle terrible sound admitted. totally trashed the starter. What the chances of trashing the starter clutch also? guess i will find out when mine comes in from ebay
