After much money spent on diag and a new ECU my 95 f3 still does not run. can I really bypass my pump and relay; and if so will she still perform the way i am used to her performing?

No offense, but this is your first post on this site. We have no idea what you're talking about.

Perhaps explaining the problem you are having, how the bike is acting, what it ran like before the problem, and a full list of what you've tried, and we might be able to help.

I was in Orange Beach a few weeks back - went in Gulf Shores Power Sports up towards Foley - looks like a pretty decent operation, and they're a Honda dealer. If I win the lottery anytime soon, I want that '09 1000RR Repsol Edition they still had on the floor. Have you let them take a crack at fixing your bike yet?
