I am from the States, can be found at any supermarket or hardware-store:

Naval used: Naval Jelly® Rust Treatment from Loctite Adhesives
It's mostly a phosphoric acid and water mix

Rustoleum high heat paint (for grills): Specialty High Heat Spray Product Page

It's coming up to about a year and they still look great. I did research on painting headers with the "Grill Paint" and what I found was pretty positive, so I ran with it. They also suggested using the flat black because you can easily touch up any chips or spots by just spraying it on the bike, and it will still look good.

As far as any burning, I don't notice any discoloration (maybe primer on yours was burning?), although it did stink pretty bad and smoke a little after installing them, but that is the nature of the paint curing process.
