Its a social bookmarking site. People submit links to stories, other people DIGG them, the more diggs a story gets and the faster it gets them it can be promoted to the front page since it is deemed popular. Its somewhere to waste time seeing whats new in whatever interest you prefer, or in general. There are several sites out there like this. Reddit, Delicious, Fark. I just happen to use Digg.
