Easiest and cheapest way would be to cut the bolt and thread the end, then use a locking nut.
You could probably cut the bolt yourself and bring it to a hardware store or auto shop and have them thread it and match you up a nut

sure, as soon as someone donates the $400 I need for parts and labor, and with my tuition coming up in Jan thats not an option....
