There's a 3M product that is exactlly what your lookin for. I picked mine up at the local auto parts store (Bumper to Bumper National auto parts)
It's a two part flexable sandable plastic repair epoxy. Sets up in minutes...like 3! And can be sanded right after with ease. Was around $30 and was in a smaller white box with two tubes. When mixed it looks like JB weld.

Just be sure to ruff the area up with 80~120 grit so it adhears.
