i always put them on top but its a nice thought to have them nice and shiny.

I would say on top for a street bike. AmRRussel brought up a good point about tipping the bike over. However, I feel that is a reason to not clear them. If the bike tips, the graphics can be damaged, but you can also replace them extremely easy and potentially cover up any scratches that may have happened. Bikes that tip over are never just a scuff in the clear. They are generally deep, down to the plastic kind of scratches that will never buff out. So your left with having to fix a custom, cleared over panel, where as you might have been able to only replace the decal and not see any of the scratches.

It definately looks better to be under the clear, but its more hassle in my opinion. Also, if you ever want to repaint, you will be taking it all down past the decals in order to do so. If they are on top, you can simply peal them off, then scuff your paint and your ready. Not that you plan on painting it every year

Also, you will need extra coats of clear to build up around the decals in order to cover them properly. And check with the vinyl maker. Some are not compatable with clear coat.
