Not sure where else to turn

So I had no idea where else to post this question so I figured I'd turn here to see if anyone knows. I recently bought a 2004 cbr600rr from a private seller. The seller did not have the original title, but had an "affidavit in lieu of title" signed by himself and the state of Washington and myself as well as a bill of sale from the state of Washington that we had both signed. Upon taking these papers to the California DMV (where I want the bike registered) they say there is nothing they can do. The previous owner would have to get a new title from the state of Washington. So then I try my local AAA and they tell me the same thing.

Now, I don't know why this is if I have signed the affidavit, the previous owner has signed the affidavit and a representative from the Washington dmv has also signed it as well as a bill of sale. Granted I don't work for the DMV but it seems to me like that is paperwork proving that the bike was legally sold to me under our mutual agreement and the state of Washington was notified.

Id also like to point out that getting a new title from the state of Washington is not an option.

If anyone has any ideas on what I can do in the state of California or even possibly Arizona please let me know. Thank you.

So, explain to me how this would have worked if you were also a resident of Washington.

It sounds as if the affidavit you have is worthless, if you can't get a title re issued to you from Washington.
