Pretty much.
My dad has been to many countries and some of the stories he's told me are crazy. He said that many places in the middle east, you have to watch the traffic lights really close because everyone tries to go at the same time when the light changes (not in order like they do here). And if you take more than a split second to go, the guy behind you will bump you and honk...lol.
He also said that if you're gonna pass on the "highway" you have to look WAY back behind you for flashing lights because the people in ferraris and chit will be flashing their lights to let you know to get the hell out of their way.
He also said that even the regular cars drive really fast and there aren't any merge lanes so it's really hard to get on the freeways. He had a Lancer for a rental and he said it was so ragged out that it took him forever to merge because when you floored it, the trans would just slip.
