Given the time / type of the accident and the driver running, I'm betting the driver was drunk or high. Too much to hope that they find him, strap him to what's left of the rider's bike and leave him in the middle of the highway.

Yep drunk is my first thought too. Especially since they didn't stop in fear of getting a DUI. Well now they have to living with killing someone for the rest of their lives. I hope they find them and give them the max penalty. That's a damn shame.
