On the Muslim world your left hand is considered "unclean" ( the only thing the left hand is used for is to wipe yourself after relieving yourself ) so loosing the right hand makes them a social "Pariah", and perpetually unclean in their religion's eyes... basically forced to either depend on others for their evry need, or use their "toilet paper" to perform their evry function.
(Imagine having soiled toilet paper wrapped arround your left hand constantly... that's what the left hand is considered in the muslim world)

Without getting political, all I can say is knowing close people having to live through some of those regimes, be careful what you wish for, the negatives FAR outweigh the positives in a system where violence begets violence.

My utopian view of society, (and philosophical lamentation since we seem to have forgotten it) is the third chorusto "America the Beautiful"
"America... America, God mend thine evry flaw
Confirm thine soul IN SELF CONTROL
Thine LIBERTY, in LAW!"
I think the pendulum has swung too wide to the side of "liberty" and has gone beyond, to inmorality, and anarchy. but going back to draconian measures, and despotic regimes is most definately NOT the answer.
Ideally, society should have individual liberties guaranteed... but tempered by Individual responsibility, and due regard for the good of society as a whole. Not because you're forced to, but because you feel it is the right thing to do.

An eye for an eye according to the syariah (muslim) law seems to be practical where justice will be prevailed but not all the times. In fact there are more weaknesses. For example a person can only be convicted if the victim can produce four eye witnesses. There are so many cases in Pakistan where women were raped but the rapist were left unscarred because of this system.
